Cause
This error is returned from eBay and it states that the name you have chosen for your variations are no accepted by eBay.
Solution
Please change the names of your variations, and retry the publication.
Here is the guide from eBay regarding variations ->
If you have numbers or special character in your variation name, try to remove them and retry the publication.
For example. The variation names with numbers in the screenshot below were not accepted by eBay and returned an error code 21916672.
While variation names with text in the screenshot below were published on eBay successfully with no error.
